Workforce and Training

Workforce By The Numbers

In a region 221,782 people call home, Radius’s eight counties house a 106,321-person workforce. Nearly 20,000 people are employed in the manufacturing industry, and our area has the fourth-highest concentration of STEM professionals in the country. The average wage in Indiana is $49,079, and our Hoosier work ethic assures we get the job done.

 

Training

Radius Indiana works closely with regional business and government leaders to proactively meet the needs of employers and address the training and education needs of our region. We coordinate with local and regional programs, the Indiana Department of Workforce Development, and our counties’ WorkOne Offices to address the workforce challenges of the rapidly changing economy.

Indiana Department of Workforce Development

    • IDWD is working to develop a premier workforce that will allow Indiana employers to flourish and entice businesses from outside our state to relocate to Indiana.

WorkOne

    • The WorkOne Center is the heart of the workforce development system. WorkOne staff can help you find a new or better job, choose a career, access training, or get the information needed to succeed in today’s job market. 

Career and Technical Education

    • Career and Technical Education (CTE) prepares youth and adults for a wide range of high-wage, high-skill, in-demand careers. The mission of Career and Technical Education (CTE) in Indiana is to ensure an education system of high quality and equity for the academic achievement and career preparation of all Indiana students.

Jobs for America’s Graduates

    • The Jobs for America’s Graduates (JAG) program is a state-based, national non-profit organization dedicated to helping high school students of promise who have experienced challenging or traumatic life experiences achieve success through graduation. JAG is a resiliency-building workforce program that helps students learn in-demand employability skills and provides a bridge to post-secondary education and career advancement opportunities. Currently, there are 130 JAG programs available throughout Indiana.

Regional Opportunity Initiatives UpSkill Work and Learn

    • UpSkill offers students the chance to discover career interests and pathways they cannot learn in the classroom and employers the opportunity to grow their workforce. UpSkill provides a 2-3 year opportunity for both the student and the employer. Participating students gain paid employment with on-the-job and related classroom instruction. 

Youth First Inc.

    • Youth First exists to transform and strengthen the lives of young people and their families. This organization is the only one to provide Masters level social workers in area schools and prevention programs for families and youths. On-site, free-of-charge behavioral health services and programs prevent substance abuse, improve family relationships and develop life skills.

Creating Entrepreneurial Opportunities

    • Creating Entrepreneurial Opportunities (CEO) is the standard for entrepreneurship education in the United States. The program works to develop high school students’ drive to return to their hometowns and start businesses after finishing their education. As part of the program students are partnered with local businesses as “investors” who offer their advice, skills, and expertise. Several school systems in the Radius region participate in this program.

Vincennes University – Jasper Campus Career Advancement Partnership

    • The Vincennes University Jasper Campus and local manufacturing companies offer a workforce development initiative – the Career Advancement Partnership (CAP). The partnership enhances an associate degree program in technical maintenance in which students will be employed part-time and enrolled at VUJC full-time. Graduates of this program are in high demand locally and across Indiana. The Career Advancement Partnership (CAP) program includes a two-year degree in General Technology that combines cutting-edge curriculum, paid work experience, along with learning technical skills which are highly sought by leading manufacturing partners.

Vincennes University- Jasper Campus Catapult Program

    • The Catapult program at Vincennes University – Jasper Campus provides manufacturing upskilling to cohorts on students seeking to join the manufacturing workforce. Cohorts provide four weeks of 40-hour work weeks with training and education on problem solving, communications, teamwork, lean manufacturing, and production line simulations.

INVets

    • INvets is a nonprofit organization founded by veterans that helps former service members transition to civilian life by connecting them with Indiana employers and providing career-building resources.

Radius Veterans Program 

    • Radius acts as a defense sector employment service, helping our Crane-related defense contractors find talent to fill employment needs. Radius maintains a library of veteran resumes and coordinates with the INVets veteran resume system to match veterans’ identified skills with the appropriate employment opportunities in the local companies.     • Recruited veterans can also be eligible to participate in the Choose Southern Indiana talent attraction incentive program.

Business Development Assistance

Radius Indiana is focused on helping startup businesses succeed and connecting entrepreneurs with key resources they need to make their business goals a reality. Check out the available resources to assist your business needs.

The Indiana Small Business Development Center reports that as of June 2023, the Radius Region is home to 8,959 small businesses, or 1.7 percent of Indiana’s total number of small businesses.

Indiana Economic Development Corporation

    • The Indiana Economic Development Corporation (IEDC) is charged with growing the state economy, driving economic development, and helping businesses launch, grow and locate in the state.

Indiana Small Business Development Center (ISBDC)

    • The Indiana SBDC offers no-cost business advising, training, referrals, and a library of cultivated tools and resources to help businesses, from startup through sale or retirement, succeed.

INBiz

    • INBiz is the state of Indiana’s one-stop resource for registering and managing your business and ensuring it complies with state laws and regulations.

Elevate Ventures

    • Elevate Ventures is a private venture development organization that nurtures and develops emerging and existing high-growth businesses into high-performing, Indiana-based companies. Elevate Ventures provides access to capital, rigorous business analysis, and robust advisory services that connect companies with the right mix of resources businesses need to succeed long term. 

Gayle & Bill Cook Center for Entrepreneurship Ivy Tech Community College Bloomington

    • ​​The Gayle & Bill Cook Center for Entrepreneurship at Ivy Tech Community College Bloomington provides practical tools and resources for students, engages the community, and fosters entrepreneurship in the region it serves.

Indiana Procurement Technical Assistance Center (PTAC)

    • The Indiana Procurement Technical Assistance Center (PTAC) is a part of the Indiana Economic Development Corporation and is an APEX Accelerator. PTAC provides procurement technical assistance to help you sell your products or services to the appropriate government agency by offering confidential counseling services and workshops at no cost.

NSWC Crane Small Business Program

    • NSWC Crane Small Business Program creates and delivers small business options for the warfare center. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small business concerns.

NSWC Crane Technology Transfer (T2) Program

    • NSWC Crane’s patent portfolio is a part of Crane’s Technology Transfer (T2) program. T2 seeks to license and collaborate with local individuals, companies, and academic institutions for the purpose of transferring government-protected innovations for commercialization, ultimately spurring economic development and transfer back into the federal government.

Purdue University Manufacturing Extension Partnership (MEP)

    • As advocates for Indiana’s thousands of manufacturers, Purdue Manufacturing Extension Partnership (MEP) provides high-value solutions to help businesses maximize their success. The MEP team identifies areas for improvement, streamlines processes, and ultimately increases competitiveness. Since 2005, Purdue MEP has helped Hoosier manufacturers collectively achieve almost $6.5 billion of economic impact and assisted its state-wide network of 8,000 manufacturers.

Center for Applied Research at the University of Southern Indiana

    • The Center for Applied Research (CAR) helps to connect you to university resources. Having access to 600 faculty members, 4 colleges, and 70 academic programs, CAR enables you to utilize university knowledge, laboratory space, and equipment to advance your business. CAR is committed to helping individuals, organizations and communities become more successful and can assist with product development, market research, organizational strategies, environmental studies, and more.

WestGate@Crane Technology Park

    • WestGate@Crane Technology Park is adjacent to NSWC Crane and partners with a variety of organizations and businesses such as local and state economic development corporations, NSWC-Crane Division, I-69 Innovation Corridor, Indiana Office of Defense Development, and WorkOne. Real estate and office space are available at the tech park, as well as EastGate Technology & Business Center (Bedford, IN), offering ideal locations for businesses to grow and thrive.

Crane Royalty-free IP Pitch Competition

    • Radius promotes an annual pitch competition for entrepreneurs who develop commercialization concepts that use the large catalog of intellectual property developed by the scientists and engineers at the NSWC-Crane federal research lab. Radius can help interested entrepreneurs access the Crane IP year round through our connection to the Tech Transfer office at NSWC.

Tax and Incentives

Local Incentives

Radius Indiana and local economic development organizations work directly with businesses to provide information about local incentives.

Regional Impact Fund

Businesses in the Radius Indiana region benefit from the Regional Impact Fund (RIF), which supports area growth and expansion efforts. Learn more here.

Tax Abatement

Tax abatement is offered by local governments in south central Indiana to attract private investment and job creation. Abatement exempts from property tax all or part of the new assessed value or the increased assessed value of a new investment. The exemption is for between 1 and 10 years. In most cases, tax abatement reduces the owner’s property tax bill by about 50 percent over the full abatement period.

Tax abatement can be granted on:

  • Real property
  • Personal property
  • New construction (only to the increase in assessed value attributed to the new construction)
  • Property rehabilitation (only to the increase in assessed value attributed to the rehabilitation)
  • Any new or used manufacturing equipment that has not previously been taxed in Indiana
  • Personal property such as laboratory equipment and computers used in experimental research and development laboratories

Business Incentives

Business incentives help make Southern Indiana an enticing place for your business to locate. Incentives include state tax credits and specialized local opportunities. Our regional and local economic development professionals will guide you through the possibilities and make sure your business receives every incentive it needs.

Federal Tax Credits – New Market Tax Credit

The New Market Tax Credit Program incentivizes community development and economic growth by using tax credits that attract private investment to eligible communities. PDFs are available below for each Radius county to show the credit areas in our region.

State Tax Credits

Indiana offers many business tax incentives, corporate tax credits, and economic development programs for companies creating new jobs and investments in Indiana. Visit the Indiana Economic Development Corporation to learn more about the tax credits below, including eligibility and an overview.

Utilities

Radius Indiana has an extensive network of utility partners that support economic development efforts in the region. We work with our local providers to meet the needs of site selectors and businesses looking to locate in the area.

CenterPoint Energy

    • As the only investor-owned electric and natural gas utility based in Texas, CenterPoint Energy, Inc. is an energy delivery company with electric transmission and distribution, power generation, and natural gas distribution operations that serve more than 7 million metered customers in Indiana, Louisiana, Minnesota, Mississippi, Ohio, and Texas.

Duke Energy

    • Duke Energy is the largest electric power holding company in the United States, supplying and delivering energy to approximately 7.4 million U.S. customers. The company owns and operates diverse power generation assets in North America and Latin America, including a portfolio of renewable energy assets. Duke’s service area covers approximately 95,000 square miles in the Southeast and Midwest.

Hoosier Energy

    • Hoosier Energy is a generation and transmission cooperative providing wholesale electric power and services to 18 member distribution cooperatives in central and southern Indiana and southeastern Illinois. Based in Bloomington, Indiana, Hoosier Energy operates coal, natural gas, and renewable energy power plants and delivers power through nearly 1700 miles of transmission network.

Harrison REMC

    • Harrison REMC is a not-for-profit organization, locally owned and operated by the members it serves. Harrison REMC is part of a national group of over 900 electrical distribution cooperatives in 47 states that serve over 42 million people. Harrison REMC looks forward to continuing to provide reliable, affordable, and safe electricity to our members.

Dubois REC

    • Dubois REC services over 13,000 accounts in Crawford and Dubois Counties and parts of Pike, Perry, Orange, and Martin Counties. 1,677 miles of line are in use throughout the territory. The REC has a higher density than most Rural Electric Cooperatives with an average of 6.5 customers per mile of line. Dubois REC is one of more than 600 Touchstone Energy cooperatives in 45 states delivering electric power and energy solutions to more than 16 million customers every day.

Daviess-Martin County REMC

    • Daviess-Martin County REMC is one of 38 rural electric cooperatives in Indiana, serving approximately 7,000 members. The Daviess-Martin County REMC headquarters is located in Loogootee, IN. 

UDWI REMC

    • Utilities District of Western Indiana REMC, located in Bloomfield, Ind., is an electric utility cooperative that serves nearly 16,000 members in Clay, Daviess, Greene, Knox, Lawrence, Martin, Monroe, Owen, Putnam, Sullivan, and Vigo counties and maintains over 2,000 miles of line.

Orange County REMC

    • Orange County REMC serves nearly 8,000 members in Orange County and parts of Lawrence, Martin, and Washington. Orange County REMC purchases its power from Hoosier Energy, a Generating and Transmission Supplier owned and controlled by the 18 rural electrics in the south and central parts of Indiana and southern Illinois that receive electricity from that organization.

Jackson County REMC 

    • Jackson County REMC serves nearly 20,000 members in Washington, Lawrence, Jackson, Scott, Brown, and Jennings Counties. Jackson County REMC was a leader in providing fiber services to its rural customers.

Radius Indiana’s Business Guide was prepared in an effort to assist you in the process of starting and operating a business. It is designed to acquaint you with the problems, responsibilities, and opportunities that are involved in operating a business. The guide can be used as a reference tool for performing research and a checklist of things to do.

Although we have tried to make the contents of this guide as accurate as possible, laws and rules change. In addition, all information presented is based on the requirements in Indiana and may not apply to other states. Quality of Place Guidebooks

Radius Indiana’s Quality of Place Guidebooks aim to assist local leaders in learning some of the trends and best practices being used in cities and towns for quality of place improvements. The guides are intended to introduce audiences to topics that are current and timely as towns and cities seek to support and bring prosperity to their downtown hubs.

Four topics are available at this time: Downtown Development, Parks & Recreation, Place Branding, and Trail Enhancement.

The guides offer case studies, examples of success stories in communities in Indiana and throughout the United States, and step-by-step instructions on implementing some of the best-practice trends for rural living.

Case Studies

As the economic development field continues to expand, Radius is invested in furthering education about projects and resources in our eight-county region. Check out the case studies below, written by both Radius staff members and experts in our communities.

Requests for Proposal

Radius Indiana seeks a contractor who will demolish two residential structures located at 510 S. Mississippi Street and 205 S. Fifth Street in Mitchell Indiana.

Contractor will be responsible for demolition of the structures and removal of debris. Contractor will leave a level and compacted site suitable for future construction.

All demolition, debris removal, and site preparation to be completed within 30 (thirty) days of signed contract. Contractor must be bonded and insured.
